If it’s to low of a wattage it will overheat and damage the charger, and possibly the MacBook. It won't overheat. That 20W charger is huge enough to easily dissipate heat (and quick enough to charge up that MBA without spending too much time outputting heat). Even that 30W charger is overkill for that MBA. An M1 iPad Pro still ship with 20W
The 20W flavor of the Anker 511 tops out at 9V @ 2.22A; the 30W flavor seems to support PPS in addition to 15V and 20V rails. The additional functionality makes the 30W charger more versatile overall. The 20V profile can charge many laptops when they're sleeping, for example, whereas the 5/9V profiles won't work with most PC's.
